1- The regulation involves the compulsory foreign language programmes carried out by the related units of KTU.

2- Students of this programme are the ones who have either enrolled to a department which has a compulsory preparatory programme, or those who have not taken the proficiency test held by the department or who have not succeeded in the test in question. Similarly, according to the exam regulations of KTU Postgraduate Programme, those who have been admitted but have failed in the proficiency test, are to attend the programme and are subject to the same rules.

3- The objectives of this programme are to equip students with the skills of understanding, interpreting, translating texts, expressing themselves both verbally and non-verbally and to be able to communicate in professional, cultural and social life in the language required by their departments. Besides, the programme aims at enabling students to follow professional advancements and actively participate in seminars and discussions.

4- The preparatory programme includes a two-year education; those who have successfully completed the programme are entitled to continue their education in their own departments. Those who are not enrolled shall be dismissed from the university.

5- The programme is held by the related units. Students to continue this programme this programme are placed according to their levels. The program curriculum is designed yearly and its duration is determined by the University Senate upon the request of related units. It is also mentioned in the academic calendar. The courses of the programme are designed according to the levels of the students as minimum 20 hours and maximum 30 hours.
    As for the students of the Faculty of Theology, the rules of the prescribed in the last sentence of article 23 of the KTU School, Graduate and Student Affairs Regulations are implemented.

6- The education in the programme is carried aout through proficienct tests, visas and a final examination at the end of a year. The examinations may be written, oral or both written and oral.
    Those enrolled at a department that requires a one-year compulsory foreign language education are to take a proficiency test. And those who have not succeeded in the final examination held at the end of the year- both undergraduate and post graduate students- must take the first proficiency test to be held.
Students who have succeeded in the proficiency test held either by KTU School of Foreign Languages or by any other higher education institution in the former years, those who have completed the one-year compulsory education in another higher education institution, those who have transferred into an education that requires a proficiency test, those who have been successful in the foreign language preparatory school and have, once again, enrolled at the university and the students who have received satisfactory scores from KPDS or an internationally accepted examination such as TOEFL, determined by KTU, are exempt from the one-year compulsory foreign language education. However, students who shall be enrolled at the Faculty of Arts and Sciences, Department of Western Languages and Literature shall not be subject to a screening test other than the proficiency test. The proficiency test may be held in one of two stages, written and oral. The carrying out of the examination is determined by the related unit and the minimum score is 80 out of 100.
    The group the enrolled students fall into is determined by the proficiency test results. The numbers of the groups, the weekly class hours and the rules of group transfers are decided by the department board former to the start of the academic year.
    At least 2 visas are held each semester, taking into consideration the contents and goals of the implemented tasks carried out during the academic year. Dates of visas are announced by the department at the beginning of the semester.
    Short term exams and assignments other than the exams may also be given and their contributions are also determined by the department.
    Only those students who fulfill an average of 40and who have attended the classes shall take the final examination that will be held at the end of the year.

7- Achievement scores are obtained by calculating the %50 of the GPG and %50 of the exams. In order for a student to be successful, s/he should take 50 out of 100 in the final exam and his/her general success score should at least be 70. Those who have not met the criteria in question should retake the proficiency exam with the ones who will enroll at the university.
    Of the ones enrolled to the programme, those who fully meet the criteria can, in accordance with the approval of the board, take the proficiency exam held at the end of the first semester. Those who succeed in the proficiency exam can register to courses of the admitted department at the beginning of the 2nd semester and take the courses approved by the Faculty Board either in the spring term or the summer term.

8- Students may object to their scores within two weeks from its announcement.

9- %90 attendance is compulsory for the programme. Those exceeding %20 shall not take the final exam

10- In the event of absentees' reasonable excuses, the related department is to determine if they are excused attendance. The related departments are to be informed about the excuses with related documents within 15 days, no appeal after this period is accepted. If the excuse is health-based, documents should be approved by KTU Farabi Hospital.
    If the attendance is below %70, the student cannot take the final exam.
    The ones who miss more than one exam on the grounds of reasonable excuses are to take compensation examinations announced in advance. The results of the compensation shall be counted as the missing ones and their contribution to the overall score is taken into account accordingly.
    On the other hand, there is no compensation for pop-quizzes or proficiency tests.

11- Those attending the compulsory foreign language programme, normally, are not permitted for a whole term. However who have a reasonable excuse may be permitted for once, on condition that they get the approval of the rectorate. Those who have permission for one year are to take the proficiency exam held in the following instructional year.

12- Undergraduate students who have successfully completed their compulsory foreign language education as stated in article 4 may take the proficiency test to be held at the start of the academic year. Those not successful in this test may continue their programme on condition that they pass the exam during their 4 year undergraduate education. However, unless the students of the Faculty of Arts and Sciences, Department of Western Languages are successful in this test, they shall be dismissed from the university.
    Those students of the post graduate programme who are not successful at the end of an academic year may take the proficiency test to be held in the following year and shall be dismissed from their departments if not successful.

13- The above mentioned regulations takes effect with the date of publication.

14- These regulations are regulations are carried out by the KTU Rectorate.
